Usace Model Agreements

Project Partnership Agreements (PDAs) are legally binding agreements entered into by the Department of the Army and non-federal sponsors, which set out the conditions for cost-sharing and construction of a project or a separable element of a project. In accordance with Congressional instructions in the Water Resources Reform and Development Act of 2014 (WRRDA), USACE contracted with the National Academy of Public Administration (Academy) to conduct a comprehensive assessment of the DPA process, including proposed process changes provided by non-federal interests and recommendations to improve the ECA presentation and DPA process. The panel identified steps that USACE and ASA (CW) could take to advance their ongoing reforms of the FTAA process and strengthen relationships with non-federal sponsors. .
